Emergency Housing Voucher (EHV) Program

The Emergency Housing Voucher (EHV) Program was created through the American Rescue Plan Act of 2021 to provide rental assistance to households experiencing or at risk of homelessness, survivors of domestic violence, human trafficking, and other vulnerable populations. The program was designed as a temporary federal response to the housing instability created by the COVID-19 pandemic.

HUD has informed Public Housing Agencies nationwide that EHV funding is expected to be exhausted by the end of calendar year 2026 due to significant increases in rental costs and higher-than-anticipated subsidy expenses. As a result, housing authorities across the country are preparing for the orderly wind-down of the EHV program and evaluating available strategies to preserve housing stability for participating households.

In response, Homes for Good continues to work diligently to identify and establish pathways for current EHV households to continue receiving support. However, at this time, there remains a significant possibility that not all EHV households will be able to continue receiving rental assistance after January 1, 2027.

To help reduce this risk, Homes for Good applied for and received a HUD waiver that allows eligible EHV households to be added to the Housing Choice Voucher (HCV) waiting list with priority under the "At Risk of Rental Assistance Loss" preference.

Throughout 2026, Homes for Good will place eligible households on the HCV waiting list and will begin transitioning households to the HCV program as voucher availability and funding allow. Households affected by these changes will continue to receive updates and notifications as new information becomes available. While Homes for Good will continue to pursue every available option to support participating families, households are encouraged to begin planning for the possibility that they may become responsible for the full cost of their housing if EHV funding ends before another source of rental assistance becomes available. We understand that this uncertainty may be difficult, and we remain committed to keeping households informed throughout the transition process. Participants are encouraged to keep their contact information up to date and carefully review all correspondence from Homes for Good so they do not miss important updates regarding their housing assistance.
