Homes for Good, in partnership with Developer Atkins Dame Inc, is proud to propose a 75-unit affordable housing community in the heart of the Eugene River District at the northwest corner of 4th and Mill Streets.
The project, designed by SERA Architects, will bring high-quality housing options to a centrally located site just steps from the Willamette River, Downtown Eugene, and essential transit connections. The partnership utilizes an Intergovernmental Agreement (IGA) with Urban Renewal Agency of the City of Eugene to which contributes the land of Parcel 2 and $7.5 Million of Riverfront Urban Renewal funds to the project. The total project cost is estimated at $35 million.
The four-story, L-shaped building will include a mix of studio and one-bedroom apartments designed for individuals and small households. Homes for Good intends for this community to be deeply affordable, with all units restricted to households earning no more than 60% of the Area Median Income. A portion of units may serve residents earning below 30% AMI through Section 8 project-based vouchers.
The building will include onsite management offices, a secure bike room, common laundry facilities, and accessible design features in every unit. Select units will include in-unit bike storage. A small onsite parking area will provide 10–14 spaces, including accessible and EV-charging spots, with additional parking solutions being explored through partnerships and neighboring properties.
Application will be made to OR State in May 2025 and financing / capitalization work will proceed simultaneously with design through June 2026. The project is part of a broader vision to create vibrant, connected communities in Eugene’s urban core while advancing housing affordability and sustainability.
Sustainability and health are core to this development
The building will be Earth Advantage Gold certified and pursue Fitwell Healthy Building certification. It will feature efficient HVAC systems, pre-installed Wi-Fi, and future-ready infrastructure for solar and EV expansion. A high-efficiency gas water heating system will be installed with capacity to convert to electric heat pumps in the future.
Design elements will reflect and enhance the Eugene Riverfront District
With brick, metal, and fiber cement cladding, tree-lined sidewalks with holiday lighting capacity, and a potential pedestrian paseo featuring interpretive art and lighting that highlights the neighborhood’s rich history.
